  15. <p>    The Bush Administration stepped up its attack on another
  16. old drug-dealing foe last week: Panama's General Manuel Antonio
  17. Noriega. At a meeting of the Organization of American States,
  18. Deputy Secretary of State Lawrence Eagleburger charged that the
  19. strongman had amassed a personal treasure of at least $200
  20. million through criminal activities, mostly drug trafficking.
  21. Eagleburger contended that Noriega has "protected" cocaine
  22. shipments to the U.S. from Colombia, permitted construction of
  23. a cocaine laboratory in Panama and laundered millions in drug
  24. money. Declared Eagleburger: "Noriega's greed, personal ambition
  25. and selfishness are the origin, core and sustenance of Panama's
  26. crisis."

  28. <p>    Next day Noriega thumbed his nose at the U.S. He selected
  29. an old crony, Francisco Rodriguez, as Panama's new President.
  30. Noriega's choice replaces Manuel Solis Palma, who became acting
  31. President in February 1988, after Noriega fired Eric Arturo
  32. Delvalle, who had attempted to oust Noriega as commander of the
  33. Panamanian Defense Forces. The U.S. continued to recognize
  34. Delvalle, even though he had fled to Miami. His term officially
  35. ended on Friday. Bush vowed to continue pressing U.S. efforts
  36. to force Noriega from power.
